Interreg PROGRAM

European Territorial Cooperation (ETC), better known as Interreg, is a financing instrument, designed within the framework of the Cohesion Policy, which aims to promote regional development through cooperation between European regions at different levels. In this way, Interreg is structured around five axes of cooperation: cross-border (Interreg A), transnational (Interreg B), interregional (Interreg C), outermost (Interreg D) and neighborhood (Interreg E). Cohesion Policy is one of the European Union policies that finances hundreds of thousands of projects across Europe from the European Regional Development Fund, the European Social Fund and the Cohesion Fund. It is the policy under which thousands of Interreg cooperation projects obtain funding to address specific challenges across the European Union. For the period 2021-2027, Regulation (EU) 2021/1059 on specific provisions for the European territorial cooperation objective (Interreg) is in force, which receives support from the European Regional Development Fund. The priorities of the EU Cohesion Policy 2021-2027 are:

  1.  Smart growth: promote innovation, digitalization and competitiveness in companies and industries.
  2. Green transition: support the shift towards a sustainable, low-carbon economy and promote environmental protection.
  3. Social inclusion: improve access to quality employment, education and training opportunities and promote social cohesion.
  4. Territorial development: strengthening regional development, urban-rural connections and cross-border cooperation.
  5. Efficient and sustainable infrastructure: invest in transport, energy and digital infrastructure to improve connectivity and sustainability

Below are the different financing programs that currently exist in each of the axes and in which the UDC can participate.

INTERREG A: Cross-border

INTERREG POCTEP

Promotes the development of cross-border projects between different regions of Spain and Portugal. The program has been articulated into priorities that respond to four of the Political Objectives (OP) plus a specific Interreg objective, for which different specific objectives (SO) and types of actions that may be financed in each of them have been established: Smarter Europe (OP1), a greener and low-carbon Europe (OP2), a more social Europe (OP4), a Europe closer to citizens (OP5) and better governance of cooperation (OE Interreg).

In Spain, the regions of Andalusia, Castilla y León, Extremadura and Galicia can participate.

INTERREG B: Transnational

Interreg SUDOE

Supports the development of regional transnational projects in southwestern Europe (Spain, France, Portugal and Gibraltar), through the ERDF. The cooperation themes of the Interreg Sudoe program are in line with the guidelines of the European Cohesion Policy for the cooperation period 2021-2027 covering four of the political priorities of the period 2021-2027: a smarter Europe (OP1), a Europe greener and low carbon (OP2), a more social Europe (OP4) and better governance of cooperation (OE Interreg).

The 9 specific objectives supported by the Interreg Sudoe program echo the 2 strategic orientations that derive from the identity of the program:

  1. Preserve natural capital and strengthen adaptation to climate change in the Sudoe.
  2. Strengthen social cohesion and the territorial and demographic balance of the Sudoe through innovation and endogenous development.

In Spain, all regions are part of this program, except the Canary Islands.

Interreg Atlantic Area
